PROBLEM TO BE SOLVED: To provide a grinding wheel forming method capable of further improving working efficiency and a service life of a grinding wheel by reducing unnecessary cutting amount of the grinding wheel by a forming means. SOLUTION: In this grinding wheel forming method, the rotating grinding wheel T is formed by the forming means TR by using a contact detection means AS capable of detecting that the forming means TR is in contact with the grinding wheel T, a position detection means EZ capable of detecting the position of a relative moving destination of the grinding wheel T in relation to the forming means TR and a control means for controlling a moving means. The control means includes a first step for separating the forming means TR and the grinding wheel T by moving the grinding wheel T by a second prescribed distance in a direction relatively away from the forming means TR after the grinding wheel T is approached by a first prescribed distance in a direction relatively approaching the forming means TR and a contact detection signal from the contact detection means AS and a position detection signal from the position detection means EZ are stored during the approaching, and a second step for deciding whether or not the forming means TR is in contact with the grinding wheel T during the approaching based on the contact detection signal stored during the approaching.
