The present invention relates to a method for manufacturing a cap connecting a water-cooled panel and pipes of a water-cooled duct for a steel-making electric furnace which includes a water-cooled panel for protecting a steel cover of an electric furnace and a plurality of pipes utilized for a water-cooled duct exhausting gas generated in the electric furnace and manufacture a cap for mutually connecting adjoining pipes. The present invention includes a cutting step cutting a steel sheet into an ellipse shape with a laser; a press-forming step forming the steel sheet into a cap shape by pressing by the upward and downward movements of a lower die which includes a circular groove on the top and an upper die which includes a pressing hole corresponding to the groove; and a chamfering step chamfering the edges of the steel sheet formed into a cap shape.
