A method and a device for providing a payment service are provided. A method in which a payment service providing device performs payment or credit transfer via a certificate includes the steps of: receiving a payment or credit transfer request from a user terminal; confirming whether a certificates exists if the request is received; receiving a password from the user terminal if it is confirmed that the certificate exists, and confirming whether the received password is identical to a password that was registered when the certificate was issued; and performing the payment or credit transfer according to the request if it is confirmed that the passwords are identical to each other.
