A method and an apparatus for decoding/encoding a video signal are provided to reduce a burden of a decoding picture buffer, thereby increasing the coding speed. A parsing member(100) obtains the second flag information for representing whether the present NAL(Network Abstraction Layer) is used to perform the prediction between the points according to the first flag information for discerning the coding type of the present NAL. An inter prediction member(700) decodes a video signal by the information for performing the prediction between the points obtained on the basis of the second flag information. The information related to the prediction between the points includes information for displaying whether an illumination compensation is applied at the present slice and the variance vector information between points. The video signal is received as a broadcasting signal through a digital medium. |
