PROBLEM TO BE SOLVED: To reduce uplink interference on a heterogeneous network.SOLUTION: A plurality of user terminals connected with a large power base station are grouped into user terminals situated in the vicinity of the cell of a small power base station and user terminals situated far from the cell of the small power base station. A plurality of user terminals connected with the small power base station are grouped into user terminals situated in the vicinity of the small power base station and user terminals situated far from the small power base station. When uplink resources to be used in the respective user terminals connected with the large power base station are allocated, a user terminal which is connected with the large power base station and situated in the vicinity of the cell of the small power base station is only allocated a particular first resource of the uplink resources. When uplink resources to be used in the respective user terminals connected with the small power base station are allocated, a user terminal which is connected with the small power base station and situated far from the small power base station is only allocated a second resource different from the first resource of the uplink resources.
