PROBLEM TO BE SOLVED: To provide a hair conditioner or the like which imparts (relatively) smaller conditioning effect to a lightly damaged newly born hair portion, and imparts (relatively) larger conditioning effect to a heavily damaged tip portion of hair, and as a result, feeling of touch or smoothness of running fingers through hair and combing hair can be made uniform with no mottle and superior over the entire hair from the tip portion of hair to the newly born hair portion.SOLUTION: A hair conditioner or a hair treatment contains (I) dialkyl halide (C12 to 22) dimethylammonium, (II) POE and POP alkyl (C10 to 22) ether, (III) citric acid trialkyl (C1 to 7), and water, in which the content of component (I) is 0.01 to 4.00 wt.%, the contained weight ratio between components (I) and (II) is 1.0 to 9.0, and the contained weight ratio between components (III) and (II) is 0.5 to 9.0. |
