<p><P>PROBLEM TO BE SOLVED: To provide a webbing insertion member and a seat belt device capable of smoothly guiding a webbing inside an insertion hole. <P>SOLUTION: The webbing insertion member includes a core material 2 having an opening 21 being the base of the insertion hole 11, a guide piece 3 which is arranged at the inner rim of the opening 21 of the core material 2, and a resin part 4 which integrates the core member 2 and the guide piece 3. The insertion hole 11 includes a linear part 12 which guides the drawing and winding of the webbing and a run-off part 13 which is formed at both ends of the linear part 12 and guides the eccentric webbing. The guide piece 3 includes: a body 31 arranged at the inner rim side of the linear part 12; an inclined part 32 which is formed at both ends of the body 31 and arranged at the inner rim side of the run-off part 13.
