A steam generator of the present invention comprises: a heater; an inner heating layer surrounding the heater to have an interval between the heater and the inner heating layer; an outer heating layer surrounding the inner heating layer to have an interval between the inner heating layer and the outer heating layer; and a steam generation water layer formed between the inner heating layer and the outer heating layer. As a result, make-up water is spread out thinly and evenly and a heat transfer area increases by putting the make-up water into the steam generation water layer formed between the inner heating layer and the outer heating layer, thereby generating steam quickly.
