Provided are an ion emission device whereby inexpensive and easy embedding in a toilet seat device is possible, and a toilet seat device wherein this ion emission device is embedded. An ion emission device (20) uses a drying device which is embedded in a toilet seat device (10) having a toilet seat (12), said drying device comprising a fan (21), and a duct (22) which extends in an exhaust side of this fan (21), with a ventilator aperture (23) disposed on a leading end thereof, said drying device driving the fan (21) and ventilating from the ventilator aperture (23) toward the gluteal parts of a person who is seated upon the toilet seat (12). This ion emission device (20) further comprises an ion emission apparatus (25) which is positioned at the intake side of the fan (21), and discharges ions toward the intake side of this fan (21).
