PROBLEM TO BE SOLVED: To provide a pharmaceutical and cosmetic compositions that have high stability over time, a low production cost and easy preparation and that are capable of imparting improved skin hydration, or delivering active pharmaceutical ingredients, and to provide methods and devices for preparing the electrolytic alkaline and acid waters that can treat or prevent various skin disorders and pathologies.SOLUTION: There are provided electrolytic acid or alkaline water having an NMR half line width usingO of from about 45 Hz to less than 51 Hz, and an oxidation reduction potential of from -1000 to +200 mV, or from +600 to +1300; a topical composition containing such water, that delivers active pharmaceutical ingredients and treats various skin and mucosa conditions using such water which impart skin hydration; and methods and devices for preparing such water. |
