The present invention relates to an apparatus for building a refractory in a converter. More specifically, a pneumatic adsorption unit of a robot arm adsorbs a refractory so as to enable the movement of the refractory toward every direction while compensating the weight of the refractory, thereby reducing worker's fatigue caused by overloading and conducting a precise construction of the refractory according to a cooperative maneuver of the robot arm controlled by the worker who requires precision during a positioning work of the construction.
