To improve communication efficiency. A label information controller (30a) generates and transmits label information including at least one of communication medium information, which is information on a communication medium for use in communication with other apparatuses, and communication cost information, which is information on communication costs generated when communication is performed by a self relaying apparatus. A route controller (21) receives the label information to create a list of routes for use in communication with the other end of communication, and detects a communication route through which communication is to be performed from the list of routes. The route controller (21) creates a list of all routes including, out of relaying apparatuses (31-1 to 31-n), relaying apparatuses which enables communication with a communication apparatus (20) using a communication medium which the self relaying apparatus has. Then, based on the communication cost information included in the label information, the route controller detects a communication route which is lowest in communication costs in the list of routes. |
