The present invention can move by reducing the size and weight of a tensile load applying device because it does not use an existing reaction frame and minimizing the applying device using a manual hydraulic pump. The movable tensile load applying device attaches and detaches a spiral washer after a hydraulic actuator assembly comprising a load cell and the spiral washer is horizontally installed on the floor; thereby increasing the safety and work efficiency of workers.
