The present invention provides a photovoltaic power generating apparatus which comprises a supporting frame that has a plurality of solar cell modules mounted on the upper part of the frame, a vertical driving unit that is hinged to the lower part of the frame and can make the frame rotate vertically according to the elevation angle of the sun by time and season, a fixed frame which is fixed on a mounting surface of the supporting frame and of which the vertical driving unit may be located to have a height from the mounting surface, and it is equipped with a circular frame in which one part or the whole area of the upper part is formed circularly corresponding to a rotation radius of the supporting frame, and a horizontal rotation drive unit that is disposed between the vertical driving unit and the fixed frame and may rotate the supporting frame horizontally from the fixed frame corresponding to the elevation angle of the sun by time.
