PROBLEM TO BE SOLVED: To provide economical and efficient formulation of civil engineering material using fly ash, in which the elution amounts of fluorine, boron, and heavy metals (arsenic and selenium) that are harmful substances included in the fly ash can be suppressed below environmental quality standards for soil under acidic environments.SOLUTION: The civil engineering material contains (A) fly ash with elution amounts of one or more selected from fluorine, boron, arsenic and selenium exceeding the environmental quality standards for soil under an acidic environment, (B) calcium aluminate, (C) aluminum sulfate, (D) lime, and (E) alkali metal phosphate. |
