PROBLEM TO BE SOLVED: To provide a technique for suitably outputting video information while a taste of an individual user is considered.SOLUTION: A video information output device for receiving and outputting video information includes: a reception section for receiving the video information and a stencil signal showing a region which is to be changed to an individual video in a video of the video information; an individual video generation section for generating the individual video; a synthesis section for synthesizing the individual video and the video information; and an output section. The output section outputs the video information obtained by synthesizing the individual video generated in the individual video generation section with the video information according to the stencil signal.
