PROBLEM TO BE SOLVED: To improve passenger's comfortability by speeding up the rising of heating of a heat pump device.SOLUTION: An air-conditioning control device estimates whether a high-pressure-side refrigerant temperature of a heat pump device is equal to or lower than a predetermined low temperature, and controls an air-conditioning unit to make an amount of the air blown to an in-vehicle heat exchanger smaller than that in a case of estimating the refrigerant temperature is higher than the predetermined low temperature if estimating that the refrigerant temperature is equal to or lower than the predetermined low temperature.
