The present invention relates to a skin care enhancing device and more specifically, to a portable skin care enhancing device which is capable of: maximizing efficiency of skin vitalization or skin aging prevention by increasing an amount of hydrogen that touches the skin by spraying a hydrogen dissolved liquid cosmetic with hydrogen by supplying hydrogen into the liquid cosmetic; choosing a spraying gas according to a purpose of use by separately forming a first spraying part in a human wearable type and a second spraying part in an air gun type; and helping the skin cell vitalization by spraying fresh oxygen from the first spraying part.
