PROBLEM TO BE SOLVED: To eliminate an error in measuring performance of a transmission path caused by loss of a measurement frame in a transmission device.SOLUTION: A frame loss measurement device 2a includes: a receiver unit 62 for receiving a measurement frame to measure a transmission path; based on the received measurement frame; a measurement unit 65 for measuring performance of the transmission path on which the measurement frame is transmitted; and an allocation unit 72 for securing resource of the frame loss measurement device 2a to be allocated to the received measurement frame.
