PROBLEM TO BE SOLVED: To enable road traffic information in an optional spot on a road to be collected with a cost burden at a user side reduced.SOLUTION: A road traffic information collection system 10 is configured by a road traffic information collection device 20 for collecting road traffic information showing a congested state of a road and an on-board device 30 mounted on a vehicle. The road traffic information collection device 20 transmits transmission information including: positional information showing a specific spot; and a response request for the on-board device 30 located at the spot shown by the positional information. The on-board device 30 acquires current positional information of the vehicle, and determines whether the positional information contained in the transmission information matches with the current positional information. When the positional information matches with the current positional information, response information is transmitted to the road traffic information collection device 20. The road traffic information collection device 20 calculates the number of vehicles located at the spot using the response information, and generates the road traffic information. |
