PROBLEM TO BE SOLVED: To provide a battery monitoring device which can detect cutoff failure of a current interruption mechanism built in a battery cell.SOLUTION: A battery monitoring device comprises: a short circuit switch 213 for switching a connection state of an electrode terminal at a high potential side and an electrode terminal at a low potential side between a conductive state and a cutoff state in each of a plurality of battery parts which are formed by grouping a battery pack 1 into a single battery cell 10 or a plurality of battery cells 10; a voltage detection circuit 22 for detecting a battery voltage in each of the battery parts; and a control unit 23 for controlling the short circuit switch 213 and such. The control unit 23 is configured to control the short circuit switch 213 to switch a connection state of each of the battery parts from a cutoff state to a conductive state and to determine whether or not the cutoff failure is occurring in a current interruption mechanism, on the basis of a change amount in the battery voltage before and after the switching of the connection state when switching the connection state. |
