The device has a frame (1) in which a shaft (2) is rotatably mounted. The rigid pendulum (3) is arranged at the free end of the shaft, and is provided with a weight (5) which is attached with the main magnet (7). The electromagnet (11) is mounted in the frame such that the main magnet is interacted with the electromagnet during the oscillation of the pendulum, when the current is removed. The lath (17) is vertically arranged at the frame. The shaft is connected with a force transducer.
