The chemical element contents thereof in mass percentage are: C <= 0.020%, Si <= 0.05%, Mn: between 0.10% and 0.50%, P <= 0.03%, S: between 0.003% and 0.050%, Al: between 0.001% and 0.03%, N: between 0.001% and 0.015%, O: between 0.005% and 0.050%, Ca <= 0.005%, Mg <= 0.005%, Cu <= 0.10%, Cr <= 0.10%, Ni <= 0.10%, Mo <= 0.10%; any one among B: between 0.0005% and 0.003%, Nb <= 0.01%, V <= 0.02%, and Ti: between 0.001% and 0.05% is added; the remainder is Fe and other unavoidable impurities, where N(%) × Ti(%) <= 3 × 10-4. Also disclosed is a method for manufacturing the ceramic-enameling steel. The ceramic-enameling steel has excellent overall properties.
