PROBLEM TO BE SOLVED: To provide a motion vector derivation method and a motion vector derivation device capable of increasing the processing speed of moving picture decoding based on inter-prediction.SOLUTION: A step of acquiring a predictive motion vector candidate includes a first candidate generation step for generating a first candidate from the first motion vectors of each of first adjacent blocks adjacent in the first direction to the block to be processed and a second candidate generation step for generating a second candidate from the second motion vectors of each of second adjacent blocks adjacent in the second direction to the block to be processed. The second candidate generation step (S500) has a step for determining whether each of the first adjacent blocks have undergone inter-prediction (S520), and a step in which, when it is determined that neither of the first adjacent blocks have undergone inter-prediction, scaling processing is performed on the second motion vector belonging to either of the second adjacent blocks and for which scaling processing is possible, thereby a second candidate is generated (S530). |
