PROBLEM TO BE SOLVED: To provide a double-layered material having a surface layer which is made porous and exhibits excellent adhesiveness to a lower layer and to provide a production method of the double-layered material.SOLUTION: The double-layered material has: a base material layer (18) having electrical conductivity; the porous surface layer (28a); and an intermediate layer (28b) which is disposed to be held between the base material layer and the surface layer and in which a component of the base material layer is decreased gradually as it goes toward the surface layer from the base material layer.
