<P>PROBLEM TO BE SOLVED: To decompose a decomposition target gas efficiently while controlling outward diffusion of intermediates produced in photolysis. <P>SOLUTION: A photocatalyst contains an allophane and titanium oxide in a blend ratio of 10-60 in terms of the Ti/Al ratio.
