The present invention relates to a double preflexion (PF) wale which is a wale disposed between H-piles and which has cross-sectional strength improved by preflexion, a double PF wale manufacturing method, and an earth retaining scaffold construction method using the double PF wale. The double PF wale comprises a horizontal wale; a PF wale which is raised upwardly, disposed on the upper side of the horizontal wale, and restrained in the horizontal wale while horizontally touching the horizontal wale by being curved downwardly .
