PROBLEM TO BE SOLVED: To solve the problem that since the use of IC tickets is centralized in morning and evening rush hours, a larger load is imposed on a communication network between a ticket examination machine and a center server in a time zone having a larger number of users when the information of IC ticket users is accumulated in a center server in a real time.SOLUTION: The data transmission load reduction device includes: a transmission delay setting rule for storing information to specify a time zone and a delay time in association with an immediate transmission rate; an individual specification generation function for specifying a time zone when more customers who use IC tickets get on a train from the history information of the accepted IC tickets, and for specifying the delay time and the immediate transmission rate by collating the time zone with the transmission delay setting rule; and an individual specification transmission function for transmitting data on the basis of the specified immediate transmission rate and delay time.
