PROBLEM TO BE SOLVED: To provide a vehicle control system, a server and a vehicle control device that can improve energy efficiency of own vehicle on the basis of information on another vehicle.SOLUTION: A vehicle control system is configured to comprise: first energy information acquisition means that acquires energy information including at least information on an accelerator opening degree of a vehicle and indicative of the energy efficiency of the own vehicle; specifying means that specifies an energy efficient vehicle of a plurality of vehicles on the basis of the energy information; and driving system control means that controls a driving system provided in the own vehicle on the basis of the accelerator opening degree of the other vehicle specified by the specifying means as the energy efficient vehicle.
