A transmission device has: a first mapping unit in which an intermediate frame accommodates a first frame which stores a client signal; a second mapping unit in which the intermediate frame is accommodated in a second frame which has a higher bit-rate than the first frame; and a rate control unit which, on the basis of the bit-rate of the first frame and the bit-rate of the second frame, controls the bit-rate of the intermediate frame.
