The present invention provides a water cooling-and-heating device which utilizes mineral water while a bag pin is inserted into the top of a water bag. To achieve the same, the present invention includes a cover which a water guide is installed on the center; a bag cover which is placed on the top of the cover and which includes a space receiving the water bag; and a bag pin which is inserted into the water bag and which supplies the mineral water filled inside the water bag to the water guide. The bag pin is inserted into the top of the water bag. A top cover which elastically supports the water bag with the tensile force of the spring is installed inside the bag cover. |
