PROBLEM TO BE SOLVED: To provide a photosensitive substrate for hologram recording, which is restricted in birefringence, is able to suppress whitening of a substrate, and is able to be optimally used for the application of an optical element, and to provide a hologram recording body using the photosensitive substrate for hologram recording and excellent in optical performance.SOLUTION: A transparent resin substrate 1 with optical isotropy; a layer 2 provided on at least one of the sides of the transparent resin substrate 1 and containing water-soluble polymer as its main constituent; and a hologram recording layer 3 provided adjacent to the side of the transparent resin substrate 1, which side is opposite the layer 2 provided on the at least one of the sides of the transparent resin substrate 1 and containing the water-soluble polymer as its main constituent, the hologram recording layer 3 being used for recording hologram.
