[Problem] To provide a file format that effectively supports random access to a CRA picture. [Solution] Provided is an image decoding device comprising: an acquisition section that acquires, from the header region of a file format including a header region and data region, CRA information that identifies at least one CRA (clean random access) picture in an image sequence inserted in this data region; a control section that, if a random access instruction is detected, identifies as a decoding start picture any CRA picture in this image sequence using this CRA information; and a decoding section that decodes this image sequence from this decoding start picture that has been specified by the control section.
