The present invention comprises: an examination data receiver for receiving examination data, comprising a captured image, from a first health care worker's terminal; an examination data transmitter for transmitting the examination data received by the examination data receiver to a second health care worker's terminal; a treatment plan information input acceptor for accepting inputting of treatment plan information pertaining to a radiotherapy plan for a patient that has been drafted with reference to the examination information; a control command generator for generating a control command for controlling a radiotherapy device for the purpose of radiotherapy in conformity with the radiotherapy plan on the basis of the treatment plan information for which input was accepted by the treatment plan information input acceptor; and a treatment data transmitter for transmitting, to the first health care worker's terminal, treatment data that comprises the treatment plan information for which input was accepted by the treatment plan information input acceptor and the control command generated by the control command generator.
