PROBLEM TO BE SOLVED: To control access in units of pages of a document.SOLUTION: An image processing apparatus 100 comprises: a reading unit 140 which reads image data from a document on a page-to-page basis; an output restriction management information storage unit 133 which stores output restriction information for determining whether output is permitted on a document page-to-page basis; an output permission determination unit 113 which determines whether output is permitted on the document page-to-page basis by referring to the output restriction information; and a processing unit 111 which performs output processing of image data on a page determined by the output permission determination unit 113 as a page which is permitted to output.
