PROBLEM TO BE SOLVED: To obtain a charger, image holder device, and image forming apparatus that are capable of suppressing nonuniform cleaning which occurs along the direction of the rotation axis of a charging member.SOLUTION: A cleaning body 52B is attached at an angle with respect to a second rotation axis 52A such that the center line of the cleaning body 52B and the axis line of the second rotation axis 52A intersect. Thereby, the cleaning body 52B of a rotating cleaning member 52 swings around the top part F of a charging layer 14B, and alternately comes into contact with an inclined face of the charging layer 14B on one side of the axis and an inclined face of the charging layer 14B on another side of the axis. Accordingly, non-uniform cleaning, which occurs along the rotation axis of a charging roll 14, is suppressed. |
