The device has a flexible section comprising leading edge longeron (2.1) and trailing edge longeron (2.2) embedded in a flexible matrix (2.3). A frame realizes a pivot connection with the leading edge longeron and directly exerts a force on the trailing edge longeron through a bending rod or by a spring-pulley system (1.2) embedded in the frame. Efforts passing through the pivot connection provide an adapted curve to the flexible section to provide effective bearing pressure of the section arched in and by the fluid.
