PROBLEM TO BE SOLVED: To provide a technique for detecting failure occurring in a relay device.SOLUTION: A first relay device comprises: first and second network interfaces; a transfer unit which relays packets received via the first network interface to a second network via the second network interface by using a predetermined transmission band; a band control unit which controls the predetermined transmission band on the basis of a communication state between a second relay device and the first relay device; and a packet processing unit which processes data of a predetermined area in the relayed packets when the band control unit controls the predetermined transmission band.
