The present invention relates to an automatic gain controlling apparatus for a level measuring radar and a method thereof. According to the present invention, the automatic gain controlling apparatus for a level measuring radar measures the level of a target using a transmission signal transmitted to the target and a receiving signal reflected from the target. The automatic gain controlling apparatus comprises: an auto gain control (AGC) unit which performs automatic gain control on the receiving signal; an analog-to-digital converter (ADC) unit which converts the receiving signal performed with automatic gain control in the AGC unit into a digital value; and a control unit which regulates the gain value of the AGC unit in order to remain between a first reference value for target determination and a second reference value for signal distortion determination. The automatic gain controlling apparatus for a level measuring radar and the method thereof can monitor the level of a radar receiving signal in a digital area under the environment where a single stop target exists and can automatically regulate a gain of the radar receiving signal based on the monitoring results.
