The present invention relates to a drilling rig for developing oil or gas under the sea, more specifically to a semi-submersible drilling rig performing a drilling work in a semi-submerged state. The present invention comprises: a pontoon for providing buoyancy; a column formed in the upper part of the pontoon; an upper deck which is formed in the upper part of the column and which has a moon pool; and a derrick formed in the upper part of the moon pool. A thruster is installed to be able to move to the side and the lower side of the pontoon.
