PROBLEM TO BE SOLVED: To provide a good heat conductive composite material having high heat conductivity, excellent in heat diffusibility, radiation properties and processability and material cost as a device and capable of realizing the planning of a more small-sized lightweight radiation device. SOLUTION: A pair of diffusion sheets 1 comprising a metal material excellent in heat diffusibility and radiation properties are arranged in opposed relationship so as to leave a predetermined gap and an intermediate base material 4 formed by using a metal material excellent in heat diffusibility and radiation properties as a matrix and combining this matrix with a good heat conductor 3 comprising a material having high heat conductivity is held between a pair of the diffusion sheets 1 to efficiently draw out the high heat conductivity of the intermediate base material 4 by the diffusion sheets 1.
