PROBLEM TO BE SOLVED: To shorten the discharge time, when a charge-accumulating unit is discharged in a compulsory manner. SOLUTION: The unit includes a plurality of capacitors 761 to 778 connected in series; a plurality of bypass circuits 751 to 778 which includes series circuits of a discharge resistor R42 and a switching means Q2 and in which the series circuits are connected to the capacitors 761 to 778 in parallel; and a bypass discharge instructing means 106 conducting the switching means Q2 of the bypass circuits 751 to 778, in response to a discharge instructing signal L. The bypass circuits are equalization circuits. The unit is also provided with a series discharge circuit of a current-limiting resistor R15 and a discharge switch 74, which is connected to a series-connected capacitor 75 in parallel. The bypass discharge instructing means 106 between the current-limiting resistor R15, and the discharge switch 74 conducts the switching means Q2 of the equalization circuits 751 to 778, in response to the discharge-instructing signal (L) in a potential (L), when the discharge switch 74 is closed.
