The present invention relates to an apparatus and a method for efficient session negotiations for video telephony and, particularly, to an apparatus and a method for negotiating a bit rate appropriate for the resolution of IP based video telephony. The method for suggesting a session negotiation for video telephony according to an embodiment of the present invention is characterized by comprising the following steps of: generating an SDP offer having at least one piece of resolution information and at least one piece of bit rate information corresponding to the at least one piece of resolution information as negotiation conditions; and transmitting the SDP offer. According to the present invention, bit rate information which is appropriate for an image size supported by each video codec is displayed for according to image sizes during an SDP negotiation, as a result, a session can be quickly set and the quality of an image can be optimized.
