PROBLEM TO BE SOLVED: To realize a recording and reproducing device for allowing a viewer to perform a channel switching operation with spontaneous sensation at the time of recording an encoded video signal in a recording medium such as a hard disk, reproducing the previously recorded signal, and allowing the view the video signal as a delayed video. SOLUTION: This video signal recording device is provided with a function for encoding a supplied video signal by an encoder 53, for recording it in a recording medium 63, and for reproducing the signals ranging from the signal which is about to be recorded to the signal recorded in the past by smooth time sweep. The change of a receiving channel in this video signal recording device is realized by successively displaying the video signals of the channel prior to change when the channel changing operation is performed, and multiplexing and transmitting information indicating that the channel change professing is being executed to a viewer by an on-screen display 73, and displaying the video signal at a display after the normal video signal is obtained by a decoder 72.
