A management method and apparatus for a billing package before and after the package time limit. The technical solution enables an OCS not to be required to calculate whether a fixed 5 minutes is left between the current time and a time limit of an old package, after receiving a message sent by a GGSN each time, and avoids the network latency generated in message transmission between the OCS and the GGSN, thereby enabling the GGSN to accurately determine a time limit point of the old package. At the same time, a first message further comprises a remaining quota of the old package, so that the GGSN can control the use of resources within the remaining quota of the old package before the old package extends the time limit, thereby reducing the follow-up billing complexity in the OCS.
