<p>The present invention relates to environment-friendly bio drying cement mortar by using bituminous coal bottom ash which comprises: a bottom ash; an air-entraining agent; a water-reducing agent; and a bonding agent which comprises cement and a shrinkage reducing agent. Provided is the environment-friendly bio drying cement mortar using the bottom ash, wherein the weight ratio of a melamine based melamine water reducing agent about a naphthalene based naphthalene water reducing agent is 1.0 times or more and 5.0 times or less in the water reducing agent. The water-reducing agent is mixed as a ratio of 3.5% about the bonding agent, thereby having excellent water reducing effect and compressive strength; the shrinkage reducing agent is mixed as a ratio of 15% about the cement, thereby drastically reducing the drying shrinkage; and the air-entraining agent is mixed as a ratio of 0.06% about the total weight of the bonding agent by considering the porous properties of bottom ash, thereby preventing the reduction of compressive strength. The present invention has the excellent compressive strength and constructability by comprising the melamine based melamine water reducing agent and the naphthalene based naphthalene water reducing agent.
