A maintenance device for a wind turbine blade and a wind turbine having the same are disclosed. According to an embodiment of the present invention, the maintenance device for the wind turbine blade comprises an upper frame connected to a support cable extended from the top of a wind turbine to cover around a blade; a lower frame which is arranged at the bottom of the upper frame and on which a first working unit for covering and maintaining the blade is installed; and a plurality of winch devices on the upper frame to lift the lower frame in the vertical direction of the blade by winding or unwinding a wire of which one end is connected to the lower frame.
