PURPOSE: A chiller and a manufacturing method thereof are provided to increase cooling efficiency by cooling a radiating surface of thermoelements attached and fixed on a radiator panel at a low temperature. CONSTITUTION: A chiller manufacturing method is as follows; a step for arranging multiple thermoelements in one side or both sides of a radiator panel in a surface contact state; a step for loading a cool block(24) on each thermoelement; a step for fixing the cool blocks and thermoelements on the radiator panel to expose the cool blocks; a step for matching flatness by processing the exposed cool blocks at a same height after the radiator panel is attached on a jig(G); a step for fixing the cool blocks on the exterior of a heat exchanger so that the radiator panel on which the processed cool blocks are mounted can be fixed in one side or both sides of the heat exchanger.
