PROBLEM TO BE SOLVED: To provide an occupant restraint system for restraining the upper body of an occupant from a front side thereof. SOLUTION: An occupant restraint system 100 comprises a hard holding member 2 formed of a hard material such as a metal and a hard resin, and an inflating member 4 constituted of a bag body. The hard holding member 2 is opposite to a waist part or a thigh part of an occupant seated on a seat with a predetermined space therebetween. When a pressurized fluid is fed inside the bag body of the inflating member 4, the bag body is inflated, and the inflating member 4 is inflated from the hard holding member 2 and deployed on the forward side of an upper body of an occupant M and on the upper side of knee parts. The forward bend of the upper body of the occupant M by the inertia force when a collision occurs is received to restrain the upper body. The inflating member 4 in the inflated condition is inflated from the hard holding member 2 provided opposite to the waist part or the thigh part of the occupant M seated in a seat 1 with a predetermined space therebetween, and the upper body of the occupant M can be restrained from the front side thereof.
