Disclosed are an apparatus for distinguishing an identification having a low quality image and a method for distinguishing an identification using the same. An apparatus for distinguishing an identification having a low quality image comprises: a first processing module (110) for receiving identification image data received from the outside, preprocessing the identification image data, and outputting a first result value (1st) corresponding to the identification image data; a second processing module (120) for setting the size of the identification image data, which is preprocessed as the first result value (1st), at a predetermined ratio, and outputting a second result value (2st) corresponding to the set size; a third processing module (130) for receiving the second result value (2st), grouping pixels of multiple areas within the second result value (2st) through a K-means clustering algorithm, and outputting a third result value (3st) corresponding to the grouped pixels; a fourth processing module (140) for setting an area of the grouped pixels, which is the third result value (3st), and outputting a fourth result value (4st) corresponding to the set area; a fifth processing module (150) for outputting a fifth result value (5st) extracting an identification image arranged based on the set area, which is the fourth result value (4st); a sixth processing module (160) for receiving the fifth result value (5st), distinguishing an image type of the fifth result value (5st) using template matching, and outputting a sixth result value (6st) corresponding to the image type; and a seventh processing module (170) for receiving the sixth result value (6st) and extracting a personal information area using a relative location about the matching result.
